    Association Background

    The Owl Ridge Owners Association is a Master Association with jurisdiction over all lots platted in the Owl Ridge Minor Subdivision. Sub-Associations were originally intended for The Burrows at Owl Ridge (Blocks 1-3) and Owl Crossing) 82nd Avenue. The Declarant for these Sub-Associations (Jennifer Homes LLC) breached its contractual Declarant Rights and there are currently no Sub-Associations for Yard or Home Maintenance. The Buyers of these homes may be able to establish a maintenance association in the future.

    The Owl Ridge Owners Association maintains 20th Street and other Greenbelts throughout the project. Expenses consist of two water meters, an electric meter for the entry sign, mowing, fertilizer and weeding of the greenbelts. The Developer (TSM Development LLC) is responsible for maintaining unimproved lots and outlots (basically weed mowing and spraying).

    Dues at Owl Ridge for all lots are $200/year payable from the time of close for the upcoming year. There is also a $200 Transfer Fee and a $50 Status Letter Fee. The Association President/Secretary and Treasurer is Chuck Rehmer and contact information is as follows:

    Mandatory Property Transfer Registration. All Purchasers at Owl Ridge are required to submit the mandatory registration form. This is in your interest to become involved in your Association and to keep the ownership roster accurate.

    Architectural, Landscape and Fencing Approvals are required on all lots. Written Submittals should be sent to the address above. In most cases a response of 3 business days will be provided. It is essential that all homeowners have written approval for any improvements.

    Association Complaints should also be submitted in writing. The Association does not have an active association inspection program and relies on complaints to become aware of covenant violations. It is strongly recommended that you contact your neighbor to attempt resolution of any problems before relying on the Association. It is always easier for two parties to agree on a resolution than to bring in a third party. While the Association has broad powers to assess fines and lien properties in some instances, this  process is slow and cumbersome and can leave all parties unsatisfied.

    Civil Complaints such as barking dogs, unalwful storage or parking, distubing the peace, etc. are police matters. If you cannot reach a resonable solution with your neighbors to these type of problems feel free to file a police complaint. Your association is not a policing body.

    Volunteerism is encouraged to pick up trash, for weed maintenance of adjacent lots, and for other eyesores. Your association cannot solve all problems and it can certainly not solve small problems as fast as residents can. Pride of ownerhship will ulitimately help Owl Ridge residents acheive the kind of neighborhood they derserve. The Association has an extremely limited budget and thus is unavailable to provide instant responses to many requests.

    Street Maintenance and Snow Removal on the public streets at Owl Ridge is provided by the City of Greeley. TSM Development has completed its Warranty Punchlist and the City has accepted all public improvements.

    Declarant Control. Owl Ridge Owners Association is under Declarant Control. The Declarant is the Developer TSM Development LLC and can be reached at the above address. There are no published financials, budgets, or Board minutes required at this time.
